Models and tools that use remote sensing data are often not adopted, even with their huge potential beneficial impact on public and private causes. We argue that the path to full adoption benefits from deep collaboration with users to co-design, -develop and -integrate applications into their existing practices. We illustrate this path to full adoption using a partnership with the New Mexico Office of the State Engineer to deploy, adopt and integrate an operational water resources tool.
