Japan frequently experiences natural hazards. However, many people still do not take basic steps for disaster preparedness or household disaster mitigation. Even when people are aware of the risks, turning awareness into action remains difficult. One reason may be the lack of effective communication strategies. This study explores how ideas from health communication, aiming for daily behavioral change, can be applied to disaster preparedness and mitigation. First, we reviewed past research and found that few programs evaluated actual behavior change; most assessed only intentions or awareness. Then, we interviewed government workers, health professionals, and others to identify effective and practical approaches. Promising strategies include: sharing safety tips during regular health checkups for mothers and babies, sending trained staff to help with securing or rearranging furniture, partnering with insurance and housing sectors, and using behavioral techniques like framing and nudging. Based on insights from health communication, we also created a leaflet for families with pregnant women and infants to promote safety actions. We plan to test such new interventions and develop practical guidelines for broader use. This project shows how behavioral science can help turn awareness into action, offering new ways to strengthen disaster resilience in Japan and globally.
