This paper explores the formation mechanism of the lowest layer in the ionosphere. These layers can be relevant for communications. Previously, the theory said that these layers are formed due to neutral winds. However, the observations does not match with the traditional theory. This paper explores other options to conclude that the lower layers can be formed and maintained without the neutral wind forcing.
