Saturn's F ring is chaotic. We model it as a random process. The F ring is shepherded by a combination of resonances with Prometheus. The F ring may have formed with the destruction of a small moon on an elliptical orbit. The fragments gradually diffused away or leaked into the original resonance location. This model fits the Cassini star and radio occultations.
