We report waves as seen by the Voyager spacecraft that are excited by newly ionized H+ that originates with the impact of solar wind protons on dust grains. The scattering of these particles excites low-frequency magnetic waves. In most cases, the wave energy is absorbed by the background turbulence and the waves are not seen. When the turbulence is weak, it is possible to observe the wave activity and test their properties against established theories.
